The City Manager is responsible for the recruitment and hiring of all City of Marshall employees. Currently, the City of Marshall has  82 full-time employees.  Seasonal and part-time employees are hired as needed.

The Directors and Department Heads take a very active roll in managing the day-to-day HR functions of their respective Departments. Labor negotiations are handled cooperatively by the City Manager and the Directors.

It is our mission to service the overall personnel needs of the City. This includes development and administration of personnel policies, ensuring compliance of State and Federal laws, recruitment, selection, and placement of qualified applicants, monitoring the performance based pay program and administration of employee benefits.
