Planning & Zoning

The Department of Planning & Zoning is usually the first stop for new developments within the City of Marshall.  Reviewing site plans, handling special land uses, defining the zoning ordinance and codes for the public, and helping the community to grow in a well-planned manner are just a few of the functions of Planning & Zoning.  This office works directly with the Planning Commission, the Joint Planning Commission and the Zoning Board of Appeals.

Pre-Development Meetings

Prior to beginning any development process in the CIty, applicants are encouraged to meet with city staff for a conceptual review meeting  This meeting can assist with ensuring a smooth approval process one a formal application is submitted.  Please submit the Pre-Submittal meeting application to Eric Zuzga request a conceptual review meeting at  ezuzga@cityofmarshall.com.

In order to make the best use of the meeting, the following items should be provided to staff:

  • Location
  • Existing Use
  • Intended Development
  • Preliminary Sketches
  • Any other available information

 At the meeting, City staff will:

  • Review the proposed use for conformance with existing zoning ordinance
  • Provide initial feedback on design
  • Identify the correct process and ensure that the applicant understands the process and gains an understanding of what to expect
  • Discuss any potential incentives avialble to the project
  • Answer any other questions the applicant may have

 Payments for site plan reviews, zoning appeals, and all other planning and zoning needs can be made in person at City Hall, 323 W Michigan Ave, by cash, check or credit card. Please note there is a 3% fee on all credit card payments.
